Kirklees Council has been active in the field of conservation since 1980. The council have Three units which handles policy, strategy and implementation of standards across both public housing and public buildings. The Environment Unit handle policy making, Energy Management Auditing System (EMAS) and searching out funding and support for development. The Client Management Energy unit are part of the Council's Design unit who design and build public buildings. The third team is the Energy Unit in Housing who manage the Council's public housing port folio. The energy bill currently for the non-housing public buildings is around £15,000,000 which includes the procurement of gas,electricity, coal, heating oil, street lighting,water, petrols, diesel, paraffins and lubricants for vehicles. Most of our operational public public vehicles are on Bio-diesel. Also around 70 properties use green electricity. The Council operate 5 CHP units ranging from 75kW to 300kW with one unit exporting excess to the national grid. From this the unit earns an income for the excess it generates.
Actions implemented in the field of building performance:
Over the last 12 months we have developed our own Building badge which resides in about 180 buildings out of our main buildings of 650. The total building stock is around 1200. We have also install PV, Solar water and Wind turbines in our schools, public Buildings and selected housing schemes. Most of our major public buildings are controlled from BEMS Systems and linked back to a central Unit.Also each unit is annually checked to make sure that the control strategy is within the original design parameters. The Council operate an Energy Help Desk so that officers in public buildings can receive guidance on any issues associated with their building and its operation.
