Presentation of the organisation:

A profile of the district East Lindsey District Council is geographically one of the largest shire district councils in the country, and covers some 720 square miles. The district covers virtually the entire Lincolnshire coastline, including the seaside resorts of Skegness, Sutton on Sea and Mablethorpe. In the heart of the district lies the Lincolnshire Wolds, a designated Area of Outstanding Natural Beauty (AONB). The main industries are agriculture and tourism.





Actions implemented in the field of building performance:

Energy efficient controls/optimisers fitted to most boiler plant.
The practice for monitoring all buildings has been ongoing for a number of years. The data has historically been compared with best practice data and more recently BV180 (which has since been discontinued).
Monitoring of bills and meter reads helps determine the true profile of a building.
All plant is on a maintenance schedule with various contractors.
Evaporation losses have always been claimed for our maintained swimming pools.
Where possible/practical, urinals are fitted with smart flush presence detectors.
Self-closing taps are installed in virtually every council owned building.
Where fluorescent light fittings have reached end of life, new energy efficient fluorescent lights (increased power factor) are fitted including intelligent light controls.
All ELDC owned pools have pool covers fitted to minimise heat losses. Pools also use heat recovery systems and plate heat exchangers for heating shower water.
2 of the main administration buildings use weather compensators to increase heating efficiency with rainwater harvesting a more recent project carried out at our head office.
The head office contains a UPS system that has power factor correction installed as part of the unit.
The procurement of energy is all completed in house, saving on consultant/agency fees. Where possible GREEN (climate levy exempt) energy is purchased by this authority.
