City of Banja Luka is the university, economic, finance, political and administrative center of the Republic of Srpska and the second biggest city in Bosnia and Herzegovina with the population of 250 000.
City Administration operational activities are organized within sectors, departments and services. The City Administration comprises eleven (11) sectors and services, and seven (7) departments. The City Administration executes and ensures that all the decisions and other acts that may be enacted by the City Council and the Mayor are executed.
A basic strategic document is the Development Strategy of the City of Banja Luka 2007 - 2015.
The document defines the city of Banja Luka as a modern European city and a regionally renowned center where human rights are freely exercised.
More over, Banja Luka is internationally oriented city with cooperation priorities which include the cooperation:
- with the cities of the EU members or candidate countries,
- with the cities with which Banja Luka has signed cooperation agreements.
Banja Luka has signed twelve (12) cooperation and partnership agreements so far. The city is a member of many inter-city and international associations such as BALCINET (Balkan Cities Network), EUROCITIES (Network of Major European Cities), PHILIA (Association of Multiethnic Cities of Southeast Europe), NALAS (Network of Associations of Local Authorities in South-East Europe), COVENANT OF MAYORS, CLIMATE ALLIANCE.
Initiatives de l'organisation pour la performance énergétique de ses bâtiments :
City of Banja Luka signed Covenant of Mayors initiative in 2009, by which committed itself to prepare and submit Sustainable Energy Action Plan.
This Action Plan is the key document which shows how the local government will reach reduction of CO2 emissions by 20% until 2020. SEAP Banja Luka was created in 2010 and includes following sectors: construction area, including new buildings and major refurbishment, municipal infrastructure, land use and urban planning, decentralized renewable energy sources, public and private transport policies and urban mobility, civil society participation, intelligent energy behavior by citizens, consumers and business.
Since the beginning of SEAP's implementation, City of Banja Luka has implemented several projects in the area of energy efficiency such as: implementation of the energy management in public buildings, usage of energy management information system, energy audit of the City Administration building, development of energy audits for kindergartens and implementation of the soft measures in public buildings and raising awareness about energy efficiency measures and renewable usage og natural resources.
