Calderdale is one of five metropolitan districts that make up West Yorkshire, and lies between Leeds and Manchester. 90% of its population, of some 195,000 live in the main towns of Halifax, Brighouse, Sowerby Bridge, Elland, Todmorden and Hebden Bridge.
The dominant physical features of the district are the valley of the River Calder flowing west to east and its tributaries, together with the high Pennine moorlands in the west. About 64% of the Borough is in green belt, while another 25% or so is predominantly high level moorland.
Calderdale's towns and countryside are often very attractive, and this has resulted in the area being one where increasingly people wish to live. The essential concerns of the Council, in line with its corporate vision and objectives, has, and continues to be the need to balance growth, development, regeneration and physical change in a manner that protects and enhances the urban and rural environment within a sustainable framework that balances economic, social and environmental priorities. It is these influences that have so strongly influenced past, current and future plan-making in the district.
